Purpose of Position

The successful candidate will act as perform the function of a Medical Microbiologist at the Public Health Ontario (PHO) Laboratory, to provide microbiology expertise regarding the appropriate public health and diagnostic services; to provide medical and scientific advice regarding public health microbiology in the province; to establish and maintain a research program in a relevant area; to lead and participate in educational activities.

Key Responsibilities • Provides direction and oversight to the medical and public health delivery of PHO Laboratory services.

• Provides expert consultative service to PHO, to community and academic sector physicians, to medical officers of health, to public health nurses/inspectors, hospitals and laboratories concerning the identification and containment of outbreaks, the interpretation of laboratory results and the diagnosis and treatment of patients.

• Provides support for the development of public health policies and programs. Provides expertise and fosters communication and cooperative efforts with a broad variety of government and professional organizations, institutions and committees at the provincial, federal and international levels concerning microbiological issues (e.g. immunization, emerging pathogens, communicable diseases).

• Identifies and takes appropriate action on matters of public health importance, viz. potential and actual outbreaks, unusual clinical situations, emerging pathogens and evolving antimicrobial resistance.

• Provides educational services by teaching in post-secondary institutions and residency programs, presenting papers at conferences, giving seminars or presentations to professional or lay groups. Obtains professional appointment with local University.

• Participates in the on-call schedule with other Medical Microbiologists.

• Develops, advises on, and approves standards, guidelines, methodologies and procedures used to promote the highest quality performance of diagnostic and reference services, and associated public health delivery.

• Develops and guides the development and applied research efforts of the Laboratory in compliance with Ontario Government policy and the mandate of PHO to protect and advance the public’s health. This is achieved by establishing research priorities, integrating research into the PHO operating plan, identifying and pursuing sources of funding.

• Initiates and directs applied research to improve the accuracy, rapidity, sensitivity, specificity and economy of existing and new methodologies; develops new tests; investigates the frequency of disease and disability.

• Works with the PHO quality management group and provides oversight for the development and implementation of quality assurance measures for the laboratories/section; identifies and implements appropriate improvements, as required. Develops, advises on and approves standards, guidelines, methodologies and procedures used by the Public Health Laboratories. Identifies and implements improvements as appropriate. Reviews and approves the relevant practices of contracting laboratories.

• Works closely with PHO management and acts as a key member of the Public Health Ontario Laboratory leadership team, participating in operational planning and in the development of performance expectations.

Knowledge and Skills • Demonstrated expert and current knowledge of medical microbiology and related patient treatment, epidemiology and laboratory diagnostic methods in order to provide authoritative advice as the leading Ontario Government expert in their area of microbiology.

• Knowledge of the roles and authority of the various stakeholders in the diagnosis, treatment, prevention and control of disease at the provincial, federal and international levels, in order to foster communication and cooperative efforts.

• Analytical and conceptual skills to develop strategies and mechanisms, which optimize the cost-effective performance of diagnostic services, and the prevention and treatment of disease. Management and leadership skills to provide direction to highly skilled staff.

• Communication, consultation, and presentation skills to consult with a broad range of professionals and government officials, teach at the post-secondary level, and make presentations to professional and lay groups. Written communication skills to prepare comprehensive proposals, technical papers, presentations, briefings and reports.

• Established and internationally recognized expert in specific field of microbiology, and demonstrated success in the management of large research programmes in an internationally recognized academic setting.

• Established track record and success in the procurement of peer-reviewed funding and publications.

Education and Experience

• Position requires a medical degree, from a recognized educational institution.

• Must have an Ontario medical license and specialization in Medical Microbiology from the Royal College of Physicians and Surgeons of Canada (or equivalent).

• Must have experience in Medical Microbiology.

Attributes and Competencies

• Identifies matters of potential public health importance e.g. unusual or emerging pathogens and informs the Medical Director and or other members of the senior leadership team as appropriate. Respond to sudden events and circumstances.

• Oral, written and presentation skills to provide educational services, teaching and to engage in discussion with various stakeholders, clients and administrators.

• Provides expert consultative service to PHO, to community and academic sector physicians, Medical Officers of Health, public health nurses/inspectors, hospitals, and laboratories concerning the identification and containment of outbreaks, the interpretation of laboratory results and the diagnosis and treatment of patients.
